Embedding Rural Learner Realities into State Adult Reengagement Policy

Author: Valerie Crespín-Trujillo, Ph.D. and Angélica J. Gutiérrez, Ed.D.

Among the millions of adults nationally with some college and no credential (SCNC), rural learners often face additional barriers to returning and completing college, including geographic distance and limited access to transportation, broadband, and other supports. When aligned with the experience of adult learners in rural communities, state-led re-enrollment strategies can lower barriers, reconnect students to postsecondary pathways, and accelerate progress toward completion for this population.

This report, developed as part of TICAS’ Rural Reconnect Initiative, examines systemic reforms that state policymakers can advance to strengthen re-enrollment pathways for rural adult learners in the South and Southwest, drawing on a set of state case studies of Alabama and New Mexico that illustrate both promising practices and persistent challenges.

Rather than focusing on individual programs, the report identifies policies that shape re-enrollment outcomes, highlighting how decisions related to state financial aid, institutional funding, data systems, and interagency coordination either support or hinder students’ return to college.
