TICAS advances policies and practices grounded in evidence-based research to ensure all New York students, regardless of family wealth, have access to the financial aid and support services they need to realize their dreams. We prioritize student-centered solutions that make college a rewarding investment for every New Yorker, leading to economic mobility and joining the state’s workforce without taking on burdensome debt. We advocate for greater transparency, increased resources, and protections against unfair and predatory practices affecting students and borrowers. 

We believe in the power of partnership and collaborate with higher education organizations across the state to amplify our shared affordability goals. By working with diverse constituencies—including institutions, policymakers, and advocacy groups—we strengthen our ability to achieve meaningful systemic reforms, particularly for the most financially vulnerable New Yorkers. As the higher education landscape becomes more complex, together, we strive for a system that supports all learners and provides everyone the opportunity to thrive.
