In response to Governor Kathy Hochul’s Fiscal Year 2027 Executive Budget, Kirsten Keefe, Senior Director of Policy and Advocacy for New York at The Institute for College Access & Success (TICAS), issued the following statement:   

Today, appropriators released a bipartisan, bicameral compromise for fiscal year (FY) 2026 that maintains funding for essential financial aid and student support programs, including the Pell Grant program, TRIO, and the Postsecondary Student Success Grant (PSSG) Program. TICAS released the following statement in response.

In response to California Governor Gavin Newsom’s release of his proposed state budget today,  Emmanuel “Manny” Rodriguez, Senior Director of Policy and Advocacy for California at The Institute for College Access & Success (TICAS), issued the following statement:

On November 18, 2025, the Department of Education (ED) announced that it has entered into Interagency Agreements with the Departments of Labor, Health and Human Services, Interior, and State to transfer programmatic management of core education functions to those agencies. TICAS released the following statement.

The Institute for College Access & Success (TICAS) today announced that Sameer Gadkaree will be stepping down from his role as President & CEO. Gadkaree joined the organization in 2021, guiding TICAS through a period of organizational growth and maturation.
