Eliminating Distinctions Between NY’s Dependent and Independent Students for TAP Awards
The Tuition Assistance Program (TAP) is New York’s primary aid program, accounting for 80 percent of state financial aid awards. TAP is available to state residents attending two-year or four-year degree granting programs, as well as students attending approved non-degree credential programs full-time or part-time. TAP is a critical program for students who are low-income to enable them to afford college.
However, TAP’s structure makes unnecessary distinctions between dependent and independent students, leaving many independent students with lower award amounts and reduced eligibility. This fact sheet outlines how lawmakers can address existing inequities in TAP and ensure it meets the needs of New York students.
