H.R.1 is a missed opportunity to increase economic mobility and reduce long-term reliance on SNAP. Our new report breaks down the economic and societal benefits of including higher education as qualifying employment option for SNAP benefits and provides concrete policy recommendations for implementation. 

In 2023 and 2024, TICAS collaborated with California’s statewide student associations to release three reports that provide valuable insights into the college affordability landscape across the state's public higher education systems. This fact sheet summarizes key findings about college costs, student debt, and aid uptake.

This fact sheet details changes to the Supplemental Nutrition Assistance Program (SNAP) and Medicaid (or Medi-Cal) from H.R.1, or the One Big Beautiful Bill Act. It highlights potential impacts the legislation may have on the California state budget, as well as basic needs security for students and residents. 

Our new analysis finds that about 137,000 CA Community College students who were likely eligible for Pell but did not apply could’ve accessed up to $534 million in Pell funds in the 2019-2020 academic year. The report includes recommendations for policymakers to ensure students can access the financial aid for which they qualify.

Increased work requirements for access to critical nutrition benefits through SNAP and the first-time inclusion of “community engagement” requirements for Medicaid eligibility will endanger access to food and health care for millions of Americans.
