Raymonda Burgman Gallegos is Vice President of Programs and Services at the Western Interstate Commission for Higher Education (WICHE), where she leads regional initiatives that expand student access, strengthen institutional collaboration, and enhance operational efficiency across the Western United States, Pacific Territories, and Freely Associated States. Her portfolio includes oversight of programs directly supporting rural and remote-serving colleges, including regional tuition reciprocity agreements, academic leadership networks, and Interstate Passport®. This initiative streamlined credit transfer for students with some college but no degree. Drawing on extensive experience in academic leadership, applied research, and regional partnerships, she brings valuable insight into the challenges and opportunities facing rural institutions working to re-engage returning learners. Before joining WICHE, Burgman Gallegos served as Director of Programs and Research at Higher Education Resource Services (HERS). She holds a doctorate in economics with a specialization in public finance from the University of Florida.
