Our annual Michigan impact report summarizes our progress towards our policy goals, including our work in community engagement, education and training, research, and student advocacy.

This fact sheet details changes to the Supplemental Nutrition Assistance Program (SNAP) and Medicaid from H.R.1, or the One Big Beautiful Bill Act. It highlights potential impacts the legislation may have on the Michigan state budget, as well as basic needs security for students and residents. 

As part of HR 1, Congress expanded Pell Grant access to short-term programs for the first time. Without careful implementation, this move may leave students and Pell dollars vulnerable to untested, low-quality, overly expensive, or fraudulent programs. In response, TICAS created model legislation to provide a blueprint for states to protect students and taxpayers.

This year, TICAS prioritized six policy proposals uplifted by our community partners, five of which were addressed in the final FY26 budget or via administrative changes. Our budget fact sheet breaks down what was included.

On October 3, 2025, policymakers finalized the final Michigan budget for Fiscal Year 2025-26. The $81 billion budget largely sustains recent investments in postsecondary access, affordability, and success. TICAS released the following statement.
