TICAS submitted comments in response to the Education Department’s Notice of Proposed Rulemaking, “Reimagining and Improving Student Education,” outlining a series of recommendations to improve outcomes and clarity for borrowers, simplify program administration for servicers, and help those in default successfully return their accounts to good standing.

The Dept. of Education held the second and final Accountability in Higher Education and Access through Demand-driven Workforce Pell (AHEAD) committee neg reg session to discuss regulations to implement earnings accountability metrics for postsecondary programs.

Last week, ED held the first AHEAD committee negotiated rulemaking (“neg reg”) session, convening stakeholders to negotiate the implementation of regulatory changes from H.R.1. On November 18, 2025, the Department of Education (ED) announced that it has entered into Interagency Agreements with the Departments of Labor, Health and Human Services, Interior, and State to transfer programmatic management of core education functions to those agencies.
