TICAS Letter of Opposition to California Senate Bill 1449

On June 4, 2024, TICAS submitted a letter to the California Assembly Higher Education Committee opposing CA Senate Bill 1449. TICAS opposes the bill because it provides a one-off exemption for an institution to not pay fees to the Bureau for Private Postsecondary Education, which will further exacerbate the Bureau’s already significant structural deficit. We also oppose the bill on the grounds that federal rules are currently being developed that conduct a comprehensive regulatory review of accreditation, and SB 1449 would precede these federal rules. Therefore, SB 1449 would put California at risk of being out of alignment with future federal regulations. Accreditation more broadly (which this bill relies upon heavily) is also insufficient for gauging overall educational quality since it overlooks student outcomes.
