Debbie Cochrane on the Proposed California Budget for 2020-21
TICAS executive vice president Debbie Cochrane weighs in on California Governor Gavin Newsom’s proposed state budget for 2020-21:
Some interesting #highered proposals in California Governor Newsom’s #cabudget proposal out this morning. Here’s my highlight reel:

Refocusing the Department of Business Oversight to become a ‘Department of Financial Protection and Innovation, “modeled on the activities of the federal Consumer Financial Protection Bureau.” That could be a game-changer for protection of student borrowers. #CAbudget

A student loan workgroup designed to help borrowers understand their repayment and forgiveness options — along with administrative strategies to promote access to them — could help the millions of Californians who hold and may struggle with student loan debt. #CAbudget

To help current and future students cover college costs and avoid unnecessary student debt, the administration’s push for #finaid best-practice adoption is a sensible next step. (Psst: @ticas_org has several resources that could help, like https://t.co/FxSCvQ5f9F) #CAbudget

With respect to new resources to support college affordability, the #CAbudget includes “strategies to mitigate the underlying drivers of non-tuition costs”: Lowering textbook costs, supporting food pantries, asking CSAC to use their newly formed workgroup to explore options.

These efforts are important. They also cannot take the place of greater financial aid investments, building off of the strides made by Governor Newsom and the CA Legislature last year. Underresourced students need and deserve more. #CAbudget

We look forward to working with @GavinNewsom and the #CALeg to expand upon these proposals so the 2020-21 budget leaves current and former college students better positioned to succeed and thrive. #fixfinancialaid @castudentaid
